Sullivan County Compliance Program

This site provides information about our commitment to conduct the business of local County government in accordance with all applicable Federal, State, and local laws and regulations, and to adhere to the highest ethical standards. 


The Mission of the Sullivan County Corporate Compliance Program is to promote an organizational culture of merit that mitigates risk and ensures the County operates and delivers services with the highest degree of honesty and integrity in accordance with Federal, State, and local laws.

The Corporate Compliance Program aims to meet the following goals:  
  • Monitor developments and changes in Federal, State, and local laws and regulations, as these relate to waste, fraud, and abuse;
  • Review, revise, and recommend County policies and procedures as needed;
  • Organize and maintain compliance oversight for operational responsibility, autonomy, and authority;
  • Coordinate, facilitate, and monitor compliance efforts County-wide;
  • Oversee the Confidential Compliance Hotline for reporting compliance violations, illegal or unethical conduct;
  • Develop internal controls to promote program effectiveness, in addition to assisting department heads and managers with establishing compliance procedures specific to their operations, and conduct reviews to ensure compliance with legal and regulatory requirements;
  • Promote a speak up culture that encourages all appropriate parties to report misconduct and criminal conduct; 
  • Investigate reports of non-compliance and enforce disciplinary actions for substantiated violations;
  • Resolve identified compliance issues promptly and apply prevention methods to monitoring activities;
  • Facilitate communication among County departments on compliance issues, including outreach, education and training;
  • Report compliance violations and investigational outcomes to the Legislature; and
  • Promote an ethical culture by reducing misconduct and criminal conduct across all operations.

We have always been and remain committed to our responsibility to conduct our business affairs with integrity based on sound ethical and moral standards. We hold our employees, contracted personnel, and vendors to these same standards. These standards are upheld by the following elements:


How to File a Complaint: Reporting Compliance Violations, Discrimination, or Information Security Breaches

Any County employee or private citizen may use the Confidential Compliance Hotline (1-833-955-1559) to report allegations of illegal or unethical conduct involving County employees or appointed or elected officials. This includes reporting evidence of known or suspected misconduct, misuse of resources, improper gifts or kickbacks, financial fraud, acts of retaliation, safety concerns, violation(s) of County policy and procedures, or any other illegal violations.

If you believe that you have been excluded from, denied the benefits of, or been subjected to discrimination in any program, service, or activity administered by Sullivan County, you have the right to file a complaint within 180 days of the incident.

The County maintains a Whistleblower Policy to protect the rights of so-called whistleblowers and that the County, in accordance with those statutes and its own policy, does not permit retaliation against persons who, in good faith, report unlawful or fraudulent conduct within County government to appropriate officials.
