Fraud Task Force Announces Arrests

Liberty, NY – The Sullivan County Welfare Fraud Task Force has made the following arrests over the past several months:

  • September 12, 2018 – Brad E. McCombs, 39, of Liberty was arrested on an outstanding Family Court warrant out of Steuben County, NY for failing to pay child support. McCombs was turned over to the Steuben County Sheriff’s Office for processing and arraignment.

  • September 13, 2018 – Sally A. Sterr, 56, of Livingston Manor was arrested as a fugitive from justice and for Criminal Possession of a Controlled Substance 7th. Task Force members were alerted that Sterr had an outstanding parole warrant out of the State of New Jersey. A subsequent arrest and search of Sterr resulted in the discovery of four illegally possessed pills. Sterr was arraigned in the Town of Liberty and remanded to the Sullivan County Jail without bail pending extradition to New Jersey.

  • October 26, 2018 – Joanne Mack, 40, of Deposit was arrested for Grand Larceny in the Fourth Degree and Misuse of Food Stamps. It is alleged that Mack stole an EBT card and used it to make purchases at Walmart in Monticello. Mack was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail on $10,000 bail.

  • October 31, 2018 – Jacob Stein, 45, of Liberty was arrested after a joint investigation by the Village of Liberty Police Department, New York State Department of Corrections and Community Supervision, and Sullivan County Welfare Fraud Task Force revealed that Stein was allegedly having contact with minors in violation of his conditions of parole. Stein was remanded to Sullivan County Jail pending a parole hearing.

  • October 31, 2018 – Stacey Lucca, 39, of Liberty was arrested after a joint investigation by the Village of Liberty Police Department, New York State Department of Corrections and Community Supervision and Sullivan County Welfare Fraud Task Force revealed that Lucca allegedly violated the special Halloween restrictions placed on sex offenders who are on parole. Lucca was remanded to the Sullivan County Jail pending a parole hearing.

  • October 31, 2018 – Lester C. Moriggia, 35, of Liberty was arrested after a joint investigation by the Village of Liberty Police Department, New York State Department of Corrections and Community Supervision, and Sullivan County Welfare Fraud Task Force revealed that Moraggia allegedly violated the special Halloween restrictions placed on sex offenders that are on parole. Moraggia was remanded to the Sullivan County Jail pending a parole hearing.

  • November 16, 2018 – Nichole Mead, 35, of Liberty was arrested and charged with two counts of the Class A Misdemeanor of Misuse of Food Stamps. It is alleged that Mead sold her food stamps to an undercover police officer on two separate occasions. Mead was issued a ticket to appear in the Town of Liberty Court at a later date.

  • November 22, 2018 – Scott C. Flynn, 52, of Liberty was arrested and charged with the Class E Felony of Offering a False Instrument for Filing 1st. It is alleged that Flynn filed a fraudulent Shelter Expense Form with the Department of Family Services that contained false landlord and rent cost information. Flynn was arraigned in the Town of Thompson Court and remanded to the Sullivan County Jail without bail pending a court appearance in the Town of Liberty.

  • December 3, 2018 – Tanajia D. Thompson, 23, of Fallsburg was arrested and charged with two counts of the Class E Felony of Offering a False Instrument for Filing 1st and two counts of the Class A Misdemeanor of Theft of Services. A joint investigation between the Task Force and Sullivan County Probation resulted in the allegation that Thompson stole $157.26 in public-funded transportation by using Medicaid medical transportation to attend her probation appointments. Thompson was arraigned in the Town of Liberty Court and released on her own recognizance.

  • December 18, 2018 – Raymond J. Scibran, 66, of Westbrookville was arrested and charged with the Class E Felony of Offering a False Instrument for Filing 1st and the Class A Misdemeanor of Theft of Service. It is alleged that Scibran stole $1,154.55 in public-funded transportation by using Medicaid medical transportation to travel to Port Jervis to purchase beer. Scibran was arraigned in the Town of Liberty Court and remanded to the Sullivan County Jail without bail.

  • December 26, 2018 – Jason C. Hoag, 38, of Mount Upton, NY was arrested on a Sullivan County Family Court Warrant for allegedly failing to pay $13,000 in owed child support. Hoag was arraigned in Family Court by Judge Michael McGuire and remanded to Sullivan County Jail on $2,500 bail.
