Fraud Task Force Announces Arrests

Liberty, NY – The Sullivan County Welfare Fraud Task Force has made the following arrests: 

Holly Gallagher

  • May 11, 2021 – Holly C. Gallagher, 36, of Narrowsburg was arrested following a joint investigation with the NYS Department of Financial Services - Criminal Investigations Unit and charged with the Class D Felony of Grand Larceny in the Third Degree and the Class D Felony of Misuse of Food Stamps.  It is alleged that Gallagher stole $3,809 by failing to report that she was collecting Unemployment Insurance and that she also used her benefits to purchase items for her business.  Gallagher was released on an appearance ticket to appear in the Town of Liberty Court at a later date.

  • May 11, 2021 – Joseph Hernandez, 39, and Damaris Hernandez, 34, of Loch Sheldrake were arrested and charged with 3 counts each of the Class E Felony of Offering a False Instrument for Filing in the First Degree, the Class D Felony of Welfare Fraud in the Third Degree, the Class D Felony of Grand Larceny in the Third Degree and the Class A Misdemeanor of Conspiracy in the Fifth Degree.  It is alleged that the Hernandezes stole $6,790 by failing to report that Joseph was living in the home and working when they submitted recertification to the Department of Family Services.  Damaris Hernandez was released on an appearance ticket to appear in the Town of Liberty Court at a later date. Joseph Hernandez was arraigned in the Town of Liberty Court and remanded to the Sullivan County Jail in lieu of $10,000 bail.
