Sullivan County Welfare Fraud Task Force Announces Arrests

Liberty, NY – The Sullivan County Welfare Fraud Task Force has made the following arrests:

Kimberly Hardenburgh

  •    March 21, 2019 – Kimberly S. Hardenburgh, 37, of Narrowsburg was arrested and charged with the Class D Felony of Grand Larceny in the 3rd degree. It is alleged that Hardenburgh stole $5,565.12 in public-funded transportation by using Medicaid medical transportation for non-medical purposes. Hardenburgh was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail on $5,000 bail.

Shiloh Utter

  •    March 29, 2019 – Shiloh J. Utter, 34, of Bloomingburg was arrested and charged with the Class E Felony of Grand Larceny in the 4th degree and Class A Misdemeanor of Misuse of Food Stamps. It is alleged that Utter stole $493.83 in food stamp benefits that she was not eligible for or entitled to by using a NYS EBT card that did not belong to her. Utter was issued an appearance ticket to appear in the Town of Liberty Court at a later date.

Samuel Horace

  •    April 1, 2019 – Samuel L. Horace, 50, of Monticello was arrested and charged with the Class E Felony of Grand Larceny in the 4th degree. It is alleged that Horace stole $1,584.60 in public-funded transportation by using Medicaid medical transportation for non-medical purposes. Horace was issued an appearance ticket to appear in the Town of Liberty Court at a later date.

David McCollum

  •    April 11, 2019 - David A. McCollum, 55, of Liberty was arrested and charged with the Class E felony of Grand Larceny in the 4th Degree and Class E Felony of Offering a False Instrument for Filing in the 1st Degree. It is alleged that McCollum stole $1,397.28 in public-funded transportation by using Medicaid medical transportation as transportation to attend his New York State parole meetings. McCollum was arraigned in the Town of Liberty Court and remanded to Sullivan County Jail without bail.

Alan Yeneic

  •    April 19, 2019 - Alan J. Yeneic of Parksville was arrested and charged with the Class E Felony of Offering a False Instrument for Filing in the 1st Degree and Class A Misdemeanor of Theft of Services. A joint investigation between Sullivan County Probation and the Welfare Fraud Task Force resulted in the allegation that Yeneic stole $678.20 in public-funded transportation by using Medicaid medical transportation to attend his Sullivan County Probation meetings. Yeneic was issued an appearance ticket to appear in the Town of Liberty Court at a later date.

Jane Fredericks

  •    April 26, 2019 - Jane E. Fredericks of Lumberland was arrested and charged with the Class E felonies of Grand Larceny in the 4th Degree, Offering a False Instrument for Filing in the 1st Degree, and Welfare Fraud in the 1st Degree. It is alleged that Fredericks stole $1,854 in SNAP benefits and $701 in HEAP benefits by failing to disclose household income. Fredericks was issued an appearance ticket to appear in the Town of Liberty Court at a later date.
